The result of the Governments wish to hand more power to the public allowing them to hold Parish Councils to account has been to remove councils such as ours with a turnover not exceeding £25,000 from the routine external audit regime from 2017. Instead we are now subject to the requirements of the new Transparency Code for Smaller Authorities.
The new code requires relevant Parish Councils to make available, by publishing, information regarding their agendas, minutes, accounts and governance on their own, or via the District Councils, website.

Policies & Procedures
Buxhall Parish Council has a rule book (Standing Orders) for the routine conduct of its meetings and business. Although this is not a legal requirement, it is recognised good practice. Buxhall Standing Orders here (reviewed 130519/37).
Financial Regulations are the ‘standing orders’ of the Parish Council that regulate and control its financial affairs and accounting procedures. The Financial Regulations are reviewed on an annual basis by the Responsible Finance Officer for approval and adoption by Council. Parish Councillors are required to observe the Members Suffolk Code of Conduct which sets out the standards of behaviour that Members of the Council are expected to adhere to.
